Paul Bachman is Director of Research at the Beacon Hill Institute and a Senior Lecturer in economics at Suffolk University. He manages the institute’s research projects, including the institute’s State tax modeling program and other projects. Mr. Bachman has published studies on state and national tax policy, labor policy and state and regional climate change policy. He also produces the institute’s state revenue forecasts for the Massachusetts legislature. He holds a Master of Science in International Economics from Suffolk University.

Kathy Baughman McLeod: Florida sees opportunity for green in Copenhagen
Kathy Baughman McLeod, who leads the Public Policy Group at Bryant Miller Olive and is a member of the Florida Energy and Climate Commission, chaired the Green Jobs for Florida delegation to the UN Conference on Climate Change in Copenhagen. She also led the initiative that resulted in Florida’s being the first Treasury in the nation to formally analyze climate risks in the Treasury portfolio. Kathy directed Florida’s participation at the UN Foundation Investors’ Summit on Climate Risk and attended the UN Climate Change Conference in Bali.

Colleen Castille

With an understanding of and experience in state government dating back 25 years, Colleen Castille has a unique environmental perspective. Appointed by Republican Governor Jeb Bush, Colleen served as Secretary for the Florida Department of Environmental Protection (2004-2007) and the Florida Department of Community Affairs (2003-2004), reporting to and advising the Governor while overseeing a state workforce of more than 5,000. She led the team responsible for the 2006 Florida Energy Act and was instrumental in strengthening Florida’s building code to help resist hurricane force winds across the state.

Barry Moline
Florida Municipal Electrical Association
As the Executive Director of the FMEA, Barry Moline represents Florida’s 34 publicly owned electric utilities before the legislature and regulatory agencies. He has over 25 years of experience in the energy industry including working for the U.S. Department of Energy, both in oil and natural gas research and promoting renewable energy and energy efficiency. He served in the U.S. Peace Corps in Guatemala and played hockey in Chicago as a young man (but still claims he will have a civil conversation). Before joining FMEA, he worked for the American Public Power Association, the national trade association of the municipal electric utilities.

Susan Glickman
Consultant, Natural Resources Defense Council and Southern Alliance for Clean Energy
Susan is a consultant to the Natural Resources Defense Council, the Southern Alliance for Clean Energy and Ceres (“Advancing Sustainable Prosperity”). Most recently, Susan served as the US Southern Region Director for The Climate Group, an international non-governmental organization working to accelerate a low carbon economy. Susan also worked for The Campaign for Tobacco-Free Kids educating Congress on their need to track illness like cancer and asthma so we may examine the link to environmental hazards. She is on the steering committee for the Century Commission’s Analysis of the Drilling Proposal.
