Peter Bradford
Vice Chair, Board of the Union of Concerned Scientists
Peter Bradford advises and teaches on utility regulation and energy policy in the United States and overseas. A former member of the Nuclear Regulatory Commission and former chair of the New York and Maine utility commissions, he has advised many states on utility restructuring issues. He has taught energy law and policy at the Yale School of Forestry and Environmental Studies and the Vermont Law School. He served on a panel advising the European Bank for Reconstruction and Development on how best to replace the remaining Chernobyl nuclear plants. He was also part of an expert panel advising the Austrian Institute for Risk Reduction on issues associated with the opening of the Mochovche nuclear power plant in Slovakia. He is also affiliated with the Regulatory Assistance Project, which provides assistance to state and federal energy regulatory commissions regarding economic regulatory policy and environmental protection. He is vice-chair of the Board of the Union of Concerned Scientists.

Jim Rossi
Professor of Law and Associate Dean for Research, Florida State University College of Law
Jim Rossi is the Harry M. Walborsky Professor of Law and Associate Dean for Research at Florida State University College of Law. Before entering academia, Professor Rossi practiced energy law in Washington, D.C., working with consumer, public power, and independent power producer groups. He continues to serve as a governmental and industry consultant on electric power. He has published Energy Economics and the Environment (with Fred Bosselman, Joel Eisen, David Spence and Jacqueline Lang Weaver) (second edition, Foundation Press 2006), the leading casebook on energy law. He also has written a case study of regulatory change in the electric power industry, Regulatory Bargaining and Public Law (Cambridge University Press 2005). In addition to teaching administrative and energy law at Florida State University, Professor Rossi has taught energy law courses at the University of Texas Law School, Vanderbilt Law School, and the University of North Carolina School of Law.

Bill Herrington

Bill Herrington has 38 years experience in the electric utility business, 27 years with the Orlando Utilities Commission (OUC). He has served in various positions including Power Plant Manager and Director of Electric Generation. As Senior Vice President of OUC’s Electric Business Unit he had responsibility for the design, construction, operation and maintenance of the OUC electric distribution, transmission and generation system. In this position he managed on an annual basis, the preparation and justification of a five-year capital plan that typically exceeded $300 million. Since retirement from OUC in 1987, Bill has provided consulting services to all segments of the electric utility industry including municipal utilities, investor owned utilities, electric consumers and independent power producers.
